Our Russells Hall Hospital visitor car parks will be using Automated Number Plate Recognition (ANPR) from March 2025.
This means you will no longer need a physical ticket which will allow better movement of traffic in and out of our car parks and will make your visits to the hospital much smoother.
There will be pay terminals at each of our site entrances or you can pay in advance via the Apple Parking app. For those who are exempt from paying for parking please visit our FAQs ANPR FAQs.
In February 2025 we asked the public to give feedback on the implementation of ANPR at Russells Hall Hospital and you can read the responses to the issues raised below
Q Will the ANPR impact getting on and off the site?
As part of the implementation of ANPR the main visitor and maternity car parks will have the lane separation islands removed that do make the entrance/exit tight.
Q How do I pay for parking when ANPR is installed?
Payment machines will be available to take card and cash payment and will be in the same locations as currently – the availability to pay online by the App is just an extra easy way to pay – on paying you are requested to add your registration number and the ANPR system will then know that you have paid when you leave.
Q Will ANPR increase the number of parking spaces available?
The number of car parking spaces available is not something that will be addressed by ANPR, however, the barriers which have often been problematic, especially when hit by drivers, will be removed and thus it should make the traffic flow more easily.

Q Will we still require a physical ticket?
The ANPR system is barrierless, so there is no need for tickets; once payment has been made, or if the driver is exempt, such as for registered blue badge holders, the cameras read the registration number of the car and ensure that appropriate payment or exemption has been made.
Q If I have a Blue Badge what should I do?
Disabled blue badge holders will be able to register their badge online against their vehicle registration. If they are going to use a different vehicle, then this can be added online; or on the day of the visit the badge can be scanned at the payment machine and a registration added.
Q How long do I have to drop someone off?
The drop off zone at the main entrance is a red route and the 15 minutes allowed is to keep traffic moving.

Q If I have a concession card what should I do?
For those with a concession or value card issued by the Trust, it will be replaced by the Trust (via Security) adding the user’s registration details to the ANPR system and the agreed duration of free parking.

Q I have Blue Badge am I still exempt from paying for parking?
Disabled Blue Badge holders, once registered online or at the pay machine will be exempt charges, irrespective of whether they are in a disabled parking bay.
Q If I am stuck in the red route beyond the 15 mins due to excessive traffic what will happen?
Parking infringements are reviewed, so going a little over the 15 minutes will not necessarily lead to a fine – the parameters for this are not published for obvious reasons.
Q Will the ANPR be clearly signposted?
All signage relating to the ANPR system conforms to the British Parking Association Code of Practice and makes clear that charges apply despite there being no barriers.

Q Will anything be done about the potholes on the site?
A programme of resurfacing the car parks in planned to commence in April 2025.
Q If I am visiting more than once in a single day what should I do?
If visiting more than once in the same day, these are treated as separate visits and need to be paid for separately.
